Incentivising Better Patient Safety (IBPS) Attestation

We’re pleased that Victorian maternity hospitals are committed to the objectives of the VMIA Incentivising Better Patient Safety (IBPS) program and have been working hard to meet the eligibility requirements. We thank you for your support.

The attestation period

Each IBPS training year starts on 1 September and finishes on 31 August the following year.

Eligible health services have four weeks to submit their attestation form between 1 September and 30 September each year.

How do I attest in 2025?

Health services will be able to access their attestation form during the attestation period.

In 2025, we're piloting a process for a selection of health services to submit their IBPS attestation online through our VMIA portal.

Online attestation

If your health service was selected for online attestation, you can access your attestation form via the VMIA portal from 1 September 2025. For information view our IBPS - Online attestation guide.

Manual Attestation

If your health service was selected for manual attestation, you will receive the form via email from 1 September 2025.

Please note:

  • Our online and manual attestation form and questions are the same
  • Our manual IBPS attestation process hasn’t changed.

My refund

How do I know if I will receive my refund?

To check the progress of your refund, please call us on (03) 9270 6900 or email contact@vmia.vic.gov.au

When will I get my refund?

If you can demonstrate that you have met the attestation criteria, you’ll receive your refund(s) in November.

We pay refunds via electronic funds transfer (EFT), accompanied by a refund invoice.

What if my bank details have changed?

If your bank account details have changed this financial year, it’s important that you complete a VMIA Supplier Registration Form and email it with a deposit slip to contact@vmia.vic.gov.au

Program follow up

We’ll be having conversations with some successful hospitals in the next financial year, just to make sure the IBPS program has been properly implemented and is delivering value for the Victorian community. You’ll need to keep your education and training records maintained to support this conversation.
